Traffic Management Technology

Traffic Management Technology is the name given to a set of framework agreements that enables public sector bodies to access a comprehensive range of Traffic Management Technology goods and services. These framework agreements were awarded on 12th October 2011 for a term of four years.

The Framework Agreement was developed with stakeholders from across the Public Sector to support customers in the procurement of Traffic Management Technology solutions.

The lots covered by the framework agreement are:

Lot 1 Traffic Management Solutions

This Lot is for Customers who need a complete enterprise wide, end to end solution requiring the delivery of very large scale, complex projects encompassing all of the equipment, goods and services available under Lots 2 to 10.

Lot 2 Traffic Signals and Ramp Metering

Suppliers in this Lot can supply electronic traffic signals and ramp metering systems, encompassing the supply of any related equipment (including management control systems and software) and the supply of any related services.

Lot 3 Electronic and Interactive Message Signs

Suppliers in this Lot can supply all types of information / messaging signs, including interactive, emergency and speed activated signs, and the supply of related services.

Lot 4 Traffic and Vehicle Monitoring Services

Suppliers in this Lot can supply all types of goods and services for monitoring the flow of traffic and for identifying and recording instances of law breaking.

Lot 5 Parking and Access Control Services

Suppliers in this Lot can supply goods and services necessary for the management of car parking spaces, including access control and pay and display systems.

Lot 6 Environmental Monitoring Services

This lot includes equipment for monitoring the quality of the roadside environment, in terms of such aspects as noise, pollution and weather, together with related services.:

Lot 7 National Traffic Control (NTC), Urban Traffic Control (UTC) and Common Database Systems

This is the lot for National Traffic Control (NTC), Urban Traffic Control and common database systems

Lot 8 Traffic Management Research and Consultancy

Suppliers in this Lot can provide the full range (i.e. across the scope of all the other Lots) of Traffic Management Technology research and consultancy services.

Lot 9 Street Lighting Services

Suppliers in this Lot can provide a comprehensive range of goods and services to enable the provision and management of street lighting.

Lot 10 Traffic Safety

Suppliers in this Lot can provide goods and services that promote road safety, such as speed humps and safety barriers.

Lot 11 Ancillary Equipment

Suppliers in this Lot can supply Traffic Management Ancillary Equipment such as components, spare parts, cables and connectors.

How to Access

Using the Traffic Management Technology framework agreement is straightforward. Customers can purchase via the Catalogue Ordering process or by conducting a Further Competition using the Invitation to Quote (ITQ) facility on our website. These options are explained in more detail in the customer guidance document.

Before using this or any other Government Procurement Service framework agreement, Customers must have already registered on the Government Procurement Service’ website.  There is no joining fee and no commitment to order services. The registration process can be completed within 24 hours.

Q. Is there a minimum or maximum order value required to use the framework agreement?

A. No, there is no minimum or maximum order value under the terms of this framework

Q. Is the Traffic Management Technology framework open to all customers?

A. Yes, the agreement can be used by the entire UK public sector

Q. What is the award criteria (weightings) used in the original frameworks?

A. These are shown within the framework agreement guidance notes

Q. Does an ITQ/further competition have to be carried out for each requirement?

A. No, goods and services can be directly called off from the online catalogues under the terms of the framework and in line with the guidance. Where this is not the case or if the requirement is bespoke, a customer can undertake a Further Competition.
